Justin, not really related to audacity - there might be another way,
using the software, but, for this type of thing, I use the wx version of
MP3Gain since it's interface is accessible/usable with a screenreader:

That allows you to choose a sort of normalised volume level, after
selecting multiple files, and just processes them in place.
