Hi Robbie,
there isn't an accessibility issue. Though there is a bug, as the slider
doesn't seem to effect the output.
From what I can gather, if you want good aac quality, you'll have to export a
wav file from Audacity and use another program to encode. Apparently both
itunes and winamp contain good encoders.

it says 100%. That would seem to mean 100% of 500, so the highest setting
because I am unable to set it any higher. The quality however is miserable, so
