Yup, I think they are referring to a proposed change to the ADA requirements
that came out yesterday. The changes propose requiring tie-downs that meet
SAE J2249 (4 point).The proposed changes are on the following site:

I will be summarizing the proposal in a Circuit Breaker article, and NMEDA
will more than likely comment. NMEDA already commented on the earlier notice
of proposed rulemaking (the Advanced Notice of Proposed Rulemaking).

Hello All.

I just spoke with a client who lives in Virginia. She just purchased a van
for her son, and is in the process of changing the EZ lock system to a 4
point restraint. She said that Virginia has passed a law that will go into
effect Jan. 2011, that requires all chairs in vehicles to be secured using
4 point restraints. Even if someone has an EZ lock system, they still need
to have a 4 point restraint to secure the chair.
