Dear Colleagues,
In response to some questions I have received about conference paper 
submissions to the Journal of Mechanical Design (JMD), I would like to clarify 
some of our policies with the goal of encouraging more conference paper 
submissions to the journal.
Copyright
There is no copyright problem with submitting an ASME conference paper (e.g., 
for IDETC) to an ASME journal (e.g., JMD) because ASME would hold the 
copyrights for both papers (if they are accepted).  For a rejected paper, the 
copyright reverts to the authors.

For inclusion of ASME conference material to a non-ASME journal, authors need 
to secure the permission of the copyright holder to have its material published 
in another source (see

Timing
Although many authors choose to revise their conference papers and submit to an 
ASME journal after the conference is over, in order to expedite the 
dissemination of our research results, I encourage you to submit your 
conference paper to JMD as soon as it is accepted by conference or when you 
feel ready for journal peer review.

Identifying The Conference in Submission
During the journal submission process, please identify the conference as 
follows:

•  Include the conference paper identification number at the end of your paper 
title, in parentheses, e.g., "This Is Your Paper Title (DETC2019-xxxx)"

•  Under the “Conference Acknowledgement” box in the journal tool, indicate 
that the paper has been submitted at a conference, that copyright permission 
has been obtained, and identify the conference year, name, and paper number.

Special Issues
This year JMD is organizing the special issue on “Machine Learning for 
Engineering Design”.  The submission deadline is March 1, 
2019<http://airmail.calendar/2019-03-01%2012:00:00%20CST>.  Please consider 
submitting your ASME conference paper to this special issue if it fits within 
the scope.
In addition, we plan to organize the 2019 IDETC Special Issue as we did last 
year (2018).  Last year, submissions to the IDETC Special Issue were by 
invitation only, based on the recommendations from individual conference 
organizers. Invitations were sent in May and submissions were due at the end of 
June. Through an expedited review process, paper reviews for this special issue 
were completed by November 2018.  We plan to follow the similar timeline for 
the special issue this year.    Note that authors may still submit IDETC papers 
to a regular JMD issue even if not invited to the special issue. About 15% of 
the IDETC papers were invited to the IDETC special issue last year.
