[askdba] tns names error in 10gAS and opmnctl not starting services

Dear All,
1) i installed 10gas under RHAL 3.0,
forms developed and executing correclty in 10gDS are
giving tnsnames unable to resolve the serice name
error, what couldbe the reason
2) what is the exact sequence of steps to start only
forms and reports services, if only forms and reports
services have been configured in 10g AS, no infra, no
midtier..
