The following statement restores the database to normal operation:

ALTER SYSTEM UNQUIESCE;

But my general comment is that ...... every  20 seconds replication time is a 
very small window,  Due to the network load or any other load on any machine in 
US or  Tiwan you can have a que and than only the system command will work that 
is to finish the replication,  check the locks and  increased the Replication 
time. 

   Ask questions like, 

               How many transaction per second you folks are processing. 

               How fast the data has to be across the  ocean. 

Tune the Network parameters and increase or monitor the network / replication 
related parameters, involved the network crew to monitor the delay on the 
network / switches etc.
