We heard a lot of terminology about schemes, rules and GRs during the
visit. I was not familiar with most of it. We can try to write down our
impressions (I will consult my notes) and share with each other. e.g. we
came to know that the school is allowed to spend up to 1 lakh rupees a year
for some sort of maintenence and ad-hoc infrastructure. Whether this is
part of the various schemes such as "Kaya paalaT" etc. wasn't clear to me.

Dear Vineeta and others,
We had read recent (July-August 2017) news reports of the Bombay High
Court admonishing the government about the state of Ashram schools and
specifically about the suspicious deaths (PILs that are mentioned in the
EPW articles).
The EPW article really puts things in perspective. It is definitely
useful. Thank you Amman.
As we know, Rajesh, Madhav and others had visited some schools in August
end and written a report on that recce visit.
We visited a few schools this November. We will also note down our
observations and experiences and share them. We realised that the reality
is quite variable and nuanced. e.g. the teachers are guardians, nurses,
teachers all rolled into one, boys' hostels are non-existent at many
places, toilets are uniformly in a bad state, middle-school science
teachers are rare while higher secondary (11th, 12th) teachers are there at
many places, recruitments are stuck, no CASH committees anywhere, extendion
officers and APOs are often former teachers, the old-timers - both in the
Tribal Development Department and in the schools have openly regressive
attitudes about tribal people and cultures..
We hope this understanding helps us to make the engagement effective, and
as we have discussed earlier, make some difference in the lives of the
children, help restore some dignity and some positive change in the
attitudes.
