Effectively, it only uses any measurable amount of CPU time if nothing else uses the CPU, so the 15% figure does not really mean anything. ArtWorks has various features that require background processing, e.g., the "Show coordinates" window. There are internal technical reasons why ArtWorks has to ask for Null events all the time even if these features are not in use. Various other programs do this as well, e.g., Impression.
