Here's the no-handles method for a segment within ArtWorks; sectors can
be done similarly but are a tad more complicated:

1. Draw a circle. Use the resize tool to make sure it is circular with
both axes the same size.

2. Draw a straight line of two parts. The first part will cut the
segment so its length needs to be perhaps the diameter of the circle.
The second part of the line is needed for inscrutable reasons and should
be at any angle to the first part and none of it within the circle.

3. Fix the first part of the line so that it cuts the right segment with
the circle. It appears that the second part's direction decides whether
the major or minor segment is formed. Ensure that the (blank) line
between the two ends of this angled line does not intersect the circle;
the end of the second part needs to be some distance beyond the circle.

4. Select the line and do Ctrl-F to bring it to the front. Then select
the circle and do Ctrl-B to put it behind.

5. Select both the line and the circle and do Menu > Lines/Shapes >
Intersect with top and Viola!
