Dear Council members,

I am writing to update you on the responses from federal officials that we have
received to the letters from our APA President and CEO about the new Council
policy related to national security (see my earlier note below). These
responses include requests for a meeting with APA leaders from Jack Smith, MD,
Director, Health Services Policy and Oversight, Office of the Assistant
Secretary of Defense for Health Affairs, and Frazier Thomas, IV, Director of
the High-Value Detainee Interrogation Group (which is an interagency unit
housed at the FBI that conducts interrogations and related training and
research based on humane, evidence-based practices). We informed them that, in
the interest of continuity, we would schedule a meeting soon after the first of
the year when our new Interim CEO, Cynthia Belar, and 2016 President, Susan
McDaniel, are in place to discuss the policy and its implementation.

The week before last, we received an urgent request for a telephone call from
Brad Carson (Dr. Smith's superior), the Acting Under Secretary for Defense for
Personnel and Readiness, about the policy. APA Past President Nadine Kaslow
was able to speak with him and was joined on the call by several APA staff to
address issues pertaining to policy, ethics, and legal issues. His primary
concern was the policy's prohibition on military psychologists providing mental
and behavioral health services to detainees at the Guantanamo detention
facility.

On a related front, APA leaders and senior staff received a joint request from
Psychologists for Social Responsibility, Physicians for Human Rights, the
International Human Rights Clinic at Harvard Law School, and the Center for
Constitutional Rights to meet together to develop a plan for APA to best
advance human rights as related to ethics, law, and public policy. We look
forward to meeting with representatives from these four groups soon after the
first of the year.

I will continue to keep you informed about these interactions. In the
meantime, I would like to wish you and your families a very happy and healthy
holiday season and New Year.

Dear Council members,


As the first major step in the implementation of the new Council policy related
to national security, APA President Barry Anton and CEO Norman Anderson sent
letters today to key federal officials to inform them about the core provisions
of the policy and its requested actions. The recipients of these letters were:
President Barack Obama, Defense Secretary Ashton Carter, CIA Director John
Brennan, Director of National Intelligence James Clapper, Director of the
High-Value Detainee Interrogation Group Frazier Thompson, IV, and Attorney
General Loretta Lynch, along with the Chairs and Ranking members of the House
and Senate Armed Services, Intelligence, and Judiciary Committees. A copy of
the letter sent to President Obama is attached. The press release and set of

Once additional follow-up steps envisioned by Council are pursued (e.g., the
upcoming meeting of the Ethics Committee), we would anticipate meeting with the
Defense Department and perhaps other agencies to review the provisions of the
policy and its implementation. We have already received a request for a
meeting from the Defense Department.
