I have interview many dozens of SpaceX employees; they report—as you should
expect—that much of their time is spent generating reports for their
seniors.
I avoid opinions because opinion is a form of belief; I try to rely on
facts and the conclusions that can be logically (by which I mean using
Boolean algebra) drawn from facts. That most engineers at SpaceX spend
most of there time generating paper—or it’s electronic equivalent—is both
to be expected (there are few other ways known to organize a large
enterprise) and is documented by interviews.

Elon Musk is most definitely the head "Rocket Scientist" in charge of all
aspects of SpaceX, and as far as I know, not an "Aerospace Engineer". Here
is Elon Musk pushing the paperwork down to his staff, starting with Gwen,
then an Engineer, and another. When Gwen has all the paperwork done, he
probably has to sign something, the Engineer probably doesn't need more
that a verbal "Ok, do it." from Musk.
There are other videos showing Elon Musk at work not doing paperwork, but
working hard at what he is doing.

essentially why SpaceX has been so successful, the program manager is a
"Rocket Scientist" by the name of Elon Musk who doesn't do paperwork other
than his signature. NASA, Boeing, Lockheed Martian have no "Rocket
Scientists" pushing paper to staff while SpaceX and Blue Origins (not
really sure about do Jeff Bezos yet) do.
