Hello Dave,
I am extremely wary of PVC casings; many years ago I saw one fragment
into quite sharp pieces from about 50 ft away, and one is more than
enough for me... I know that any number of people have used and even
recommended PVC for such applications. I'm not one of them.
That being said, black powder motors have been made for literally
centuries by tamping the powder into (PAPER) casings. BP is not
particularly sensitive to pressure. And sugar propellant (without
sulfur) is probably significantly less sensitive than BP. For me, it's
the casing that makes me cringe.
Best,
Terry

This Youtuber does a lot of stuff like this, and he hasn't gotten hurt yet, but I have to admit I cringed a few times during this video -- enough that I thought I'd forward it for comment and/or critique by people with longer safety records in this field.
Although, if you jump to the 7-min mark, he test-fires one motor "cast" in a clear acrylic tube that illustrates the burn rates quite nicely.
