I suspect Griffin understood the economics but was naturally concerned
with funding as well as with costs. I presume he thought he had a deal
with Shuttle-state legislators whereby he agreed to use Shuttle-derived
rockets and they agreed to fund his moon program, ludicrously expensive
though it might be. What he failed to realize was that the legislators
didn't care about going to the moon. They were perfectly happy to have
a never-ending rocket-building program. Getting the funding needed to
actually go to the moon was, from their point of view, more trouble than
it was worth.
