I have just used the CMOS file from my BeagleBoard -xM and a RISC OS 
51.19 ROM dated 1st March and created an image an image for a 
Beagleboard non -XM using SDCreate 1.21 and that shows

"Loading CMOS Image
Decompressing blank image .........................................
Copying BOOT/SCR
Copying UENV/TXT
Copying RISCOS
Writing CMOS image
Done"

The CMOS file shows as 2052 size and the resultant SDImage 32901120 
size.

So what size CMOS file have you got?
