I got this file simply by unzipping a .mrf file.
The file you are feeding it appears to be binary. You need
to locate the CGATS format reference file. That probably means looking
at the file (with a text editor), and verifying that it is
appropriate as a reference. What chart are you trying to use ?
[i.e. just because it's got a .cie extension doesn't mean it's the
CIE CGATS format reference file.]
(I've no idea what a .mrf is).
