ie. it sounds like a set of test patch values, not a file format
specification.

There is even a new ISO standard that defines the format for colour data
as ASCII as well as in XML format.
That's ISO 28178.

That sounds more likely, although it's not clear if by ASCII they
mean that it's CGATS, and in any case it seems as loose as CGATS:

"ISO 28178:2009 is intended to be used in conjunction with other standards that will define the required data, and tags or keywords for specific data exchange applications.".

The standard is expensive too, working against wide adoption.
