[argyllcms] different rationing coeficient

Hello Graeme!

It's the second bug in spec2cie.
It concerns rationing of spectral values.

When using txt2ti3 (e.g. txt2ti3.exe Test.txt Test) I'm getting spectral values rationed by 100.

spec2cie works with these files well. But at the output file it gives spectral values rationed by 10000. And I cannot feed these TI3 file in spec2cie again because I will get trash (Lab values like 200/100/-100 or something like that).

Why did you make two different rationing coeficient? Or am I missing something?
