I've noticed that commands that interface with the instruments, are much
slower to start as they used to be quite a while ago.
It changes with support for different instruments and communication protocols.
This even includes the help screens, which is particularly annoying in that
case.

Is this delay due to ChromeCast discovery by any chance?
Not especially. Serial or pseudo-serial instruments seem to be
the main culprits, and some sort of change that Apple made
to its serial API's really slowed things down on that platform a while back.
If so, is there a way to disable that discovery process, for example via an
environmental variable?
No there is not.
It's not clear what the utility of such an option would be, since
you can't predict whether the user is running useage to
figure out whether their instrument is there or how to
choose between instruments, or for other reasons.
