Doesn't look right. It would seem that something is stopping
55-Argyll.rules from working. Check there isn't some other
.rules file that is interfering with it.
(i.e. grep for COLOR_MEASUREMENT_DEVICE and colord).

But if I install the package of colord, and
# ls -lR /dev/bus/usb
...
/dev/bus/usb/008:
total 0
crw-rw-r-- 1 root root 189, 896 2015-12-14 05:55 001

Does installing the colord package add a .rules file ?

I have tried editing 55-Argyll.rules to change colord to another group,
but it had no effect.

That should work. You should be able to see that the /dev/bus/usb
get put in the group set by the 55-Argyll.rules file.
