There are fluorescent inks, but it's difficult to characterise them with
conventional instruments. Proper characterisation means using a bispectral
instrument, and they are slow, expensive and rare. Currently there are
no standard formats for representing a bispectral profile, and it
would be quite large.

A more practical approach would be to characterise such inks under a single
illuminant, using something like a spectrophotometer to make patch measurements
under the target illuminant.
