It seems like a numerical coincidence bug. I'll look into it. A simple workaround is to choose some limit other than exactly 300: targen.exe -v -d 4 -g 10 -f 1000 -l 299.9 test

No, it's a different issue. There's no guaranteed that the OFPS algorithm will succeed for any possible device<->perceptual space mapping (previous/similar ICC profile). The shape of the colorspace may make it impossible. To solve this sort of issue, either a different algorithm should be used, or a lower resolution/simpler profile should be used. Graeme Gill.
