My favorite tool for doing this was, and still is, GIMP. At least for RGB.
In GIMP you can turn off color management in the settings and the data will
be sent without unknown processing to the driver. CM must be turned off in
the driver as well. If you cannot turn off CM in the driver/print dialog,
you may assign sRGB as the printer's color profile as sRGB is what colors
will be interpreted if no other info is available.
Print preview shows you the layout. If that is what you are looking for...
For CMYK data I used successfully Scribus with CM disabled.
On Windows, I have experienced inconsistent results on different but
equally configured machines, even when performing the same profiling
procedure.
When I'm profiling my printers, I always print them from a Linux or BSD
machine as there seems to be more clarity in the processing chain to me. No
unexpected color transformations happening.
If that approach sounds reasonable to you and you don't have a Linux
machine connected to your printers, you may use a virtual machine in
Virtualbox on a Windows or Mac host and connect the printer via virtual USB
or network to bypass the host system. Printers must be supported on Linux
of course. No problem with Epson, HP's, Brothers, or OKI's so far. Canon is
still a pain...

I'm on windows 11 and I'd like to print whatever image I want without
color management with as good as possible layout control.
I use Adobe Colour Print Utility but it doesn't give me the layout
control I'm looking for.
Any suggestion?
In case you wonder why I would need this, when using a device link for
example as in image dependant gamut mapping.
