As mentioned Miguel, your target has very high resolution.
It seems this is an issue.
I've made a resize of your TIFF file to 2008 x 1342 pix @ 300dpi and now
it works fine! Without any additional magic with CHT, TXT or testchart
borders.
I just confirmed this. Even at 1200 ppi it works without a flaw.
While I considered the original resolution of the target way too high, I didn't
expect this factor alone to cause such anomalies as the gross misplacement of
the grid on the diag file. Turns out it did.
