In principle, if not in practice. The problem is that NCS no longer
offer any way of purchasing a copy of their palette in digital form.
The closest thing is the rather limited, rentable only "NCS Navigator Premium",
in which it's unclear if it's possible to export the whole palette in a form
usable by another application.

So there appears to be no legal way of obtaining a digital
palette to match to the measured value, which is rather
dumb when they claim that NCS is supposedly the
"reference norm for color designation" in three countries.
(Nothing like having "standards" that you can't actually access!)

Even Pantone, who are notoriously protective of their color
palette offer a way of purchasing and using their colors
in a digital form (Pantone Color Manager).
