The first patch on top of that page is made up of this exact CMYK build,
which was output on my printer with "No Color Management". To the left of
the patch, the measured M1 CIE Lab value is shown to be 23.85 -0.46 -3.87.

I agree that 99c 24m 63y 99k shows up as CIE Lab 
24 1.00 -2.00 in Photoshop Info palette, using Edit > Color Settings >
Conversion Options set to Absolute Colorimetry. I won't dispute that fact.

Which means that argyll's "theoretical" prediction is "right". Yet, the
actual measured colorimetry does not match that prediction.

I confess the difference is not extreme.
Which would seem to suggest some instability in the "print process",
possibly related to the type of paper I'm using? One way to test this would
be to re-output the same IT8.7/4 target, with No Color Management active
(only the original linearization), and compare the new set of measurement
with the original one. Worth trying...

Another way to test would be to use a different substrate, something a
little less "exotic", like a semi-matte or satin or semi-gloss finish,
perhaps? To see how close the prediction on the darkest neutral is to the
actual? Could the difference be a function of the substrate not completely
absorbing ink? Or becoming overly saturated?
