Graeme, is this the outcome of a "normal" Relative Colorimetry table? That
the a* and b* come up relatively close to Zero? Or is this serendipity?

that's what I'd expect, given how the black point is computed. It's
a compromise between lowest L* and (relative) a* = b* = 0.

The substrate always comes to 100 0.00 0.00, through the process or
normalization, that much I knew, but I confess I never paid attention to the
"Black point" of the profile, how it comes out in Relative Colorimetry.

It all pivots about XYZ 0,0,0

In Photoshop Color Picker, using Perceptual in Color Settings > Conversion 
Options, by
typing the 259% CMYK build, I get CIE Lab 24 0 1 (possible internal rounding 
under the
hood to get to 24 0 1) :

Which would mean that THIS IS the predicted RelCol CIE Lab value for 100c 0m 
59y 99k. And
I am measuring CIE Lab 25.33  0.30  -0.55?

Sounds about right.
