Failing any other ideas, all I can suggest is that you
try "jiggling" it:
Select the driver in device manager and remove
it, ticking the "delete driver" box.
Unplug the device
Plug it in again
Install the Argyll USB driver again
Unplug the device
Restart the system
Plug the device in again.
See if it works.
