There are usually 60 frame refreshes (for US TV but differs for 50Hz EU TV and ~24Hz Blu-Ray contents) but every refresh is divided into ~10 sub-fields (the actual number may differ between picture modes and even according to the actual average picture level of the frame) and every sub-fields are built up from numerous small pulses (the first sub-field pulses less times than the last one but we talk about roughly ten to thousands of small pulses). So, in an RGB pixel, the Red sub-pixel may pulses more times than a green pixel. And these pulses can happen at different points in time (during a full frame refresh) with different lengths. And then there is the over-laying spatial/temporal dithering with the full frame refresh periodicity.
