in general yes, because typically you are making ICC profiles
to manage color appearance, not colorant content.
But 0/45 and d/8 should agree pretty well for highly matte
surfaces and d/8 with specular excluded should be closer to
0/45 for glossy surfaces. So if your printer output is matte,
or if you use d/8 specular excluded you may get something closer
to an acceptable looking result, but it isn't going to meet 0/45
targets, nor will the appearance exactly match that of a 0/45 profile.
