Also, WRT Rodger's previous email, the limit of CIELAB L* is 0 (minimum)
and unbounded for the maximum. CIELAB values above 100 are possible, for
example in some fluorescent paints, or for specular highlights which can be
much brighter than a diffuse white.

a* and b* are similarly unbounded, although for practical spectra and
viewing conditions the limits are something in the range of 150-250
depending on the hue and spectral purity of the stimulus. For displays and
print media their limits are much smaller.

I suspect your question is more about a specific file format (CGATS) than
the actual functions for CIELAB. If you describe your exact goals ("what
are you trying to do") / problem someone may have better / more practical
advice.

Yes, -127 to +127.

« CIE files specifications »? There is no such thing.

CIE measurements can be saved in any format.

But for the purpose of color management, things revolve around the
“CGATS” standard.

It’s a text file format with fields documenting the Illuminant, Observer
and what the data represents.

There’s usually “device” data, CMYK or RGB, and “CIE” data, XYZ, Lab,
spectral, density, Lch, even some statistics like standard deviation
although that’s mostly found in IT8.7/1 or 2.

Hello,

have you specifications for CIE files and other question : in these
files, what are the ranges of L*, A* and B* please ?

Thank you

Best regards
