  Correct.  http://wiki.debian.org/NonFreeIETFDocuments has some
details.  Note that it's not a Debian-specific problem: since RFC texts
are redistributable but not modifiable, I don't know of any set of
criteria under which a package containing these texts would be
considered Free Software.
