Since a lot of files already compile, I see this as something that could be up and running on Linux in a non-infinite amount of time. The actual unpacking of the files is done with a Fortran program that was passed parameters solicited from the user with a DCL script. It was easy enough to just hard code the desired function in the Fortran un-packer and run it. There's some additional DCL used to start and run the APT system, but as Kent points out this can be changed to an equivalent bash shell script pretty easily. Since I'd never seen any of this type of software before, it took a while for me to puzzle out what was going on :)
