If TapirMail uses POP connections, it will use the same port as AntiSpam, so if AntiSpam crashes without being able to close the port properly (which shouldn't happen...), that could explain why TapirMail would fail. NetSurf failing however, makes no sense to me. I know RISC OS networking on VRPC is 'hooked' into the Windows internet stack, but I have no idea how that affects things exactly. Other than that, how does AntiSpam fail exactly? Did you restore the original Settings file? What changes did you make to the Settings file?
