It should, but I wouldn't do it that way.

Yes, you can change the order in the Choices window (Mailbox frame), by
changing the order in the menu at the top.

From the StrongHelp manual (Choices window=>Mailbox=>Mailbox):

The icons next to the name field can be used in the usual way to move
through the mailboxes already present. The menu has an added feature:
if you click on an entry with either Shift key held down, a tick will
appear next to the selected mailbox name in the menu. If you then move
to a different position in the same menu and click again, the selected
entry will be moved to that position.

I realise this is not really standard RISC OS behaviour for menus, but
it seemed the easiest way to implement moving boxes...
