As always, I realised after pressing 'Send' that I had not been 
specific enough (I knew what I meant!).  I should have said Time Zone.

Example: "Date: Thu, 5 Nov 2006 09:52:06 -0480"  Where is -0480?
Less apparent: "Tue, 24 Nov 2006 19:53:28 -0060", why not -0100?
