Some ISPs add extra status info to emails which have been downloaded
but are still on the server. I don't know if that's done with an X-
header or is info available only via some extension to POP3 commands -
ie if there's an extra command which AS would have to issue to find out
which mails on the server have already been downloaded once.  If it's
in such mail's headers then one rule in AS would probably allow such
mails to be deferred again and again.
