This is a jacquard fabric. The way the fabric is woven, it is not equally strong on the warp and woof (the vertical and horizontal directions). Try with a muslin or poplin or trigger cloth...something tightly woven and stable. If it is not as bad as with your sample fabric...then you can be pretty well assured the fabric is part of the problem.
