You might try a tear/wash away backing or Vylene.  Tear/wash away is basically 
a tear away, but the little bits go away in the wash.  Vylene is a water 
soluable backing.  I use it when making free standing lace, but have also used 
it when doing redwoork on tea towels like you are using.   Both may be bought 
from Ziegler's Embroidery supply (be sure and get on their email list, they 
send special offers to their email list).  I also bought Vylene from 
wendystreasures.com
