Shannon,

Corel Draw is the most ideal because Digital Arts Solutions sells addons that
go very well with vinyl cutters, sublimation and embroidery. If you have
Design Shop Plus then I should tell you that Adobe Illustrator works extremely
well, but if you go back version(ing) CorelDraw to version 8 it is compatable
with Design Shop Plus. Photoshop is ideal for cleaning up raster images (Tif,
Jpg and Bmp), but you do not have to go for the full version to cleanup
artwork; I use Photoshop Elements.

I can use CorelDraw to do everything (Embroidery preparation, applique, vinyl
cutting, dye sublimation) without the Digital Arts addons, but they turn you
into a quick user of CorelDraw features.
