It's a thin sticky backing, the part you peel off is extremely thin, not thick like the other stickys we usually find. It can be purchased by the roll or in precut squares, comes in 2 different thicknesses. It is not inexpensive, but I really like it and have been using it for over 10 years. I ordered a roll for a friend from Brewer Sewing supply - 21" x 27 yd. roll was $75 + ship. Item # at Brewer's is F-36088 (Filmoplast Stic). At a sewing/embroidery dealer's store, it usually sells for $8/yd. Also, it is soft enough that it can be hooped in our hoops easier than the stiffer ones, you know, the way they don't want to bend to fit in the hoop.
