my 2¢= heavy cut away, you're correct-tear away is rough and a mock turtle
is going to be snug on the neck. I do the same for polo shirts even though I
hate to see that 'patch' showing through the shirt if its worn snug.
I've heard of a water soluable backing somewhere but don't know much about
it-that would be great! Its not solvy, but a heavier backing, maybe some
sort of loose 'felt' type stuff-so eventually all excess would be washed off
the back and leave just the embroidery and the felt sewn into that.

would you use?
I was going to use tear away.   Tear away might be too rough.....
