What ever you do Cindy, don't embroidery over the hook. The embroidery
won't look so good.
Ha ha!
I'd say the bottom if it's for show. If they intend on using the towel,
then they will most probably be prone to using the bottom portion of the
towel for drying hands or cleaning golf balls and therefore might want to
put the embroidery at the top so it will still look nice during use.
I don't think there's a standard but maybe some of our avid golfing friends
will chime in.
Just my thoughts.
