Dear GF,
At times like these when we must re-invent the wheel...
Simply sew out a sample on some scrap material.  Cut this sewout close to the 
edge of the design.  Put a dot where the center of the design is on the sewout 
with a black marker.
Pin this sewout to your own pants leg and look at yourself in the mirror.  Ask 
your friend, wife, husband, life partner, etc... what they think and move it if 
necessary.
Now take the measurements from the bottom and seam of the pants leg to the 
center of the design.

Remember that although there are "standards" in the industry for hooping 
placements, it really all boils down to what the customer likes, right?  And if 
the customer doesn't know what they like, then you tell them what they like.  
Politely of course.
