Hoop burn is the result of "crushing" sizing that is in the fabric. Several 
things to help are wrapping the outer ring of the hoops, misting the garment 
with water (but not Satin)and rubbing it gently to re-distribute the sizing 
already in the fabric, steaming, or spraying the ring lightly with Magic Sizing 
which will put sizing back into the fabric area.  Be careful of the fabrics 
however, some will waterspot or you can damage fibers if you rub too hard.
