I'd probably drop ship but have them pay for the shirts at piece pricing.  
Then if they order and use those sizes, apply the payment to the order  
(providing they return the shirts to you for embroidery), including discount, 
if  any. 
You could ask the vendor if you can drop ship "samples" in case those sizes  
aren't needed and you can return without a restocking fee.
