Eva, and others!
I would suggest a veterinarian for two reasons:
1. the examination is done to a proforma which lists each trait to be 
examined - a vet is most likely to understand the terms used in the 
form more accurately, and
2. a vet provides an independent and expert status to the procedure 
which gives added credibility and status.
The vet doesn't judge the phenotype - they report against a standard 
which identifies faults. I think I included those standards in the 
workshop notes from last year if I remember correctly.
As for fleece weighing and sample collection - this could be done by a 
person not connected to the ownership of the animal e.g the shearer, 
another breeder, a neighbour. The site for the sample collection can be 
accurately identified e.g. the hip bone, four inches down from the 
backbone over the 4th last rib bone.
Several cattle breed societies in Australia use inspectors to evaluate 
cattle. These inspectors are employed by the society to do the work.
I am very mindful of the need to provide a service that encourages 
rather than dissuades people from participating, so it is important 
that we make this program as user friendly as possible, hence the use 
of vets and non-owners to record and collect information.
Perhaps someone has an alternate viewpoint we could consider?
