My cousin that live in Pacific Palisades says that the following is one of
the better places to watch from.
It can be better than closer if there is low clouds/fog because it's at
4200 ft:

This is often the best viewing location. It is high enough that it is
usually above coastal fog, low clouds, and haze, and it is fairly close to
the base. To get there, follow these directions:
1. Go to the intersection of U.S. highway 101 and Refugio Road (18 miles
west of Santa Barbara).
2. Take Refugio Road east (uphill) several miles to Refugio Pass.
*DANGER*
These mountain roads have steep drop-offs and no guardrails. Not paying
attention to your driving for only a second could kill you. Watch out for
ice and loose gravel on the road and be very careful when you back up your
car.
1. As you approach the top of the mountain range, you will see a sign
for the La Sherpa Retreat.
2. At the top of the mountain range, there is a T-intersection with a
road on the east (right) side with a sign that says "This road not
maintained by Santa Barbara County". That is West Camino Cielo.
3. Turn right (east) on West Camino Cielo and continue uphill for
several miles.
4. You will pass a small observatory. About one mile further east, you
will see a mountain with numerous antennas. That is Santa Ynez Peak.
5. Take the short road up to Santa Ynez Peak and park near the propane
tank on the northwest side of the summit.
