[adtools] Introduction

Hi, I recently joined the adtools project, so here's a (very) brief
presentation.
My main motivation to join is bringing binutils up to the current GNU
release and getting any stuff necessary for AOS4 into the vendor
repository. If you know about any issues regarding this, I would be happy
to know about them too.
