know how to use that to bring suit or use it for say discovery purposes
etc. people off of the street that basically know how to do the state
attorney generals job [but their knowledge can be specific to one of the
aforementioned scopes of law or multiple].

import that suits brought under this statute be resolved by a determination
of the truth rather than by a determination that the truth shall remain

The object of civil RICO is thus not merely to compensate victims but to
turn them into prosecutors, "private attorneys general," dedicated to
eliminating racketeering activity. 3 Id., at 187 (citing Malley-Duff, 483
U.S., at 151 ) (civil RICO specifically has a "further purpose [of]
encouraging potential private plaintiffs diligently to investigate"). The
provision for treble damages is accordingly justified by the expected
