David Straight says that you can bring an action in the Court of Claims and
send them a private letter stating that "if they give you a Declaratory
Judgment that all of the State Actors have waived their immunity, that you
will release United States from all liability" and they do it and then remand
it to the Circuit Court, where you wait for the checks to come in the mail, and
they do.
